If you want to surf at a single computer at a time, unplug the USB of XP and plug it to Win98 system....
If you want to surf both at a time get a proxy software downloaded in the XP and connect the 98 pc to XP with the help of LAN

good thing your using windows xp because i forgaot all about win98 ok heres what you will do, if the networking is not a problem (i mean file sharing and stuff) its easy to share the internet.
click on stat> control panel> netwrk connections>
then right click on your dsl connection> click roperties> and on the advance tab> check allow other users to connect to this computers internet connection.
that should do the trick.

you words are of a mix up but here is how you do this
this is what you need 1 router and if the other pcs are desktops wireless usb adapeter's

then you conncet the filter cable box to your phoneline box
conncet the power cable to the router and put the power on
now you put in the cd driver that came with your router
and you install the network drivers
now you need to set up a network id & password on the router
you will be told how to do all that when you install the drivers & software for the router

I'm amazed on all the questions posted here.
Here's my 2 cents in this matter:
Broadband is usually a term for Cable Internet, if that's what you have, then the easiest solution will be to get a router (Netgear are better than any other brand and I've tested them for over 9 years), now days any router includes wireless, firewall and switch services.
Connect the router's INTERNET/WAN port to the Cable Internet Modem's ETHERNET/LAN's port with an Ethernet (LAN) cable and connect both computers to the LAN ports of the router.
By default, your Internet should be available on both computers without any modification/configuration on the router or the computers.

Its really easy.
First you have to share the broadband connection, to do that you have to go to the properties of My Networking Places, then go to the properties of the dial up which connects broadband, go to the Advance tab and click on share.
After sharing your LAN card address will autometically assign to 192.168.0.1, when ask for that click on yes.
Now go to the second PC.
Then properties of My networking places
then propoerties of Local area connection
double click on "Internet Protocol(TCP/IP)"
asgine IP Address=192.168.0.2
Subnet Mask= 255.255.255.0
Gateway=192.168.0.1
DNS= 192.168.0.1
And you are done.
